Permits are one of the first questions to resolve when planning a renovation. The answer depends on the scope, property and municipality—not merely whether a job looks small.

Common work that may require a permit

The City of Vancouver lists many activities that generally require a permit, including moving interior walls or existing plumbing, electrical or gas lines, certain structural work and repairs involving fire separations in multi-unit buildings. Check the official When you need a permit page for the latest examples.

What about painting and replacing flooring?

The City lists several examples of work that generally does not require a building permit, such as painting and replacing fixtures, cabinets or flooring. However, other approvals or building rules may still apply to your situation—for example, a strata's acoustic underlay requirements. Do not treat a list of examples as confirmation for your property.

Permits, strata consent and trade requirements are different

A condominium owner may need strata approval in addition to municipal permits. Certain electrical, gas or other regulated work must be performed and authorized under applicable safety requirements. Ask who will obtain permits and arrange inspections before signing a construction schedule.

For condo-specific planning, see our strata renovation checklist.

Four questions to ask before starting

  1. Does the proposed work modify structure, walls or plumbing/electrical/gas systems?
  2. Is the property a detached home, townhouse or strata unit?
  3. Who will confirm requirements with the authority having jurisdiction?
  4. Who will apply for permits, coordinate inspections and retain approvals?

Make those responsibilities explicit in the project scope and contract. For information on contract details, see Consumer Protection BC's renovation contract guide.

Where to check

Start with the City of Vancouver renovation page if the property is in Vancouver. For homes in Surrey, Burnaby, Richmond, North Vancouver or another municipality, consult that municipality's own building department. North Vela can help you map the project's questions during an initial discussion.
